why is my 4lo light flashing

2010 4Runner. Nine time out of ten it is the transfer case actuator which had big problems is that car. Mine is working fine now. To resolve this I have been turning the car off, switching to 4Lo on the switch, shifting to nuetral and starting the car. Just to add a note about things that result in the 4hi and 4lo lights flashing, my 2010 5.7 SR5 did this a couple of times, then the starter failed.
